Function maybeShowManualIntro

Post the first-launch chat card if both gates are satisfied:

• showManualIntro client setting is true (user hasn't silenced it)
• manualIntroVersion !== current system version (haven't shown for this v)

The card has Open Manual / Don't Show Again buttons backed by the click delegate above, plus a static "Empty Sandbox" link for symmetry.
